Study On The Operation Of The Rural Public Cultural Service System

Cultural soft power is related to a country's position in the world's cultural landscape,as well as its international status and influence.The reform of the cultural system focusing on improving the public cultural service system is of great significance for promoting the prosperity and development of cultural undertakings and improving cultural soft power.The countryside is the frontier of our cultural work;therefore,the rural public cultural service system is an inevitable part of the public cultural service system and an important carrier for the development of rural cultural undertakings.As a result,the overall development is of vital importance to the promotion of cultural soft power.Nancheng county has been established for more than two thousand years.It is one of the birthplaces of Linchuan culture with excellent cultural traditions and resources.The government pays high attention to the regional cultural development.In the year of 2018,the cultural department in Nancheng carried out a survey about rural comprehensive cultural service centers(stations),and conducted field investigations into the multipurpose cultural service centers in town.The research is based on the basis of practice,guided by the theories of public goods,new public service,and public policy implementation,supplemented by data from the cultural and financial departments,and referenced by scholars' correlational studies,aiming at animating the operation of the rural public cultural services in Nancheng.The survey reveals the lower utilization rate of rural public cultural infrastructure,the single-supply pattern of cultural products,the lagging development of the cultural talent system,and the absence of supervision system.The reasons accounting for these are that the rural public cultural service concept is backward,the demand positioning is inaccurate,and the service method is unadvanced.The author puts forward suggestions to optimize the operation of the rural public cultural service system from five aspects:concept,policy,implementation,content,and management.In terms of concept,we should change the government management concept and improve the ideological understanding of the rural public cultural service subject;Regarding policy,we should improve the principal policies,formulate supporting and guarantee policies,so that the operation of the rural public cultural service system has a legal basis;As to implementation,the implementation effect of the rural public cultural service policy can be guaranteed by economic guidance and administrative supervision;Concerning content,by integrating products resources and human resources we can enrich the content of rural public cultural services;With respect to management,it means to locate the demand,enable precisely supply,improve the vitality,and promote rural public cultural services.Hoping that the countermeasures and suggestions above can boost the effectiveness of rural public cultural services and enable farmers to fully enjoy their due cultural rights.
