Study On The Construction Of The Supply Of Public Cultural Services’ Cooperative Mode In Rural Area In Xinshao County, Hunan Province

With the changes of international situation, the focus of the social development is gradually shifting from the field of politics, economy into culture, which indicates an increasingly significant role of culture toward a country. As an important part of the public service system, the Public cultural service system’s further construction is the necessary requirement to prosper the socialist advanced culture and build a socialist harmonious society. To China, whose peasant population takes up the majority, the quality and level of rural public cultural services are directly influencing the completion of the new rural construction. With the improvement of the level of the public services continuously in rural areas in recent years, the rural public cultural services, as a part of the rural public services, has gained more and more attention.But for a long period, because of "the urban-rural dual structure" and the public cultural management system’s confusion, coupled with the problem of the traditional government-led rural public cultural service features a sole center supply mode that can not meet the needs of the public cultural service, the problems of the supply of services in rural area are surging and presents mainly two respects of the shortage of supply and its quality. The Xinshao County, which is located in the Mount Wuling in Hunan Province, has its specific problems. On the one hand, in general, rural public cultural services have problems of insufficient supply, scarce capital investment and supply structural imbalances, on the other hand, there are also problems of inefficiencies and quality problems in the respect of rural public cultural services’supplies’ quality, such as insufficient of resource’s integration, infrastructure’s supply and shortage of human resources and so on.Facing problems belong to Xinshao County’s rural public cultural supply area, the research focuses on rural public cultural services in view of the Synergies Theory, attempts to break the pattern of government’s single supply, to create a more effective service system in a multi-body’s collaborative way and to find a new path based on the collaborative supply’s building mode’s principles. First, to improve the rural cooperative system from respects of organizational structure and system platforms; second is to propel the coordination mechanism’s operation by using publicity and education to urge the main social body should their own responsibility; Third is to provide more efficient incentive to embrace non-governmental forces into this collaborative supply mode and promote their proactive function; Fourth is through shaping and develop collaborative governance culture to consolidate the rural public cultural services’cooperative mode’s stable function.
