During the period of 209 years since the founding of the liao dynasty in khitan, there were a total of nine emperors in eight dynasties. Most of the successors to the throne were from the emperor yalu of the kingdom of rang.Liao muzong was the only successor of the emperor taizong. After a long period of foreign conquest, the liao dynasty improved its national prestige, but it also paid a heavy price, resulting in a state of long-term overload.During the reign of liao muzong, the national strength was no longer strong and overbearing, frequent aristocratic rebellions seriously affected the stable development of society and economy. In addition, the political situation outside the liao dynasty also changed abruptly.During the five dynasties and ten kingdoms period, the regime changes frequently and the relationship is chaotic and complicated. In order to seek political interests, the northern han dynasty and the southern tang dynasty frequently outbid the liao dynasty, the later zhou dynasty and its successors rose up strongly and fought for the unification of the central plains, which seriously threatened the liao dynasty's vested interests in the central plains and weakened the political influence of the liao dynasty.Due to the weak situation of the liao dynasty and the frequent rebellions in the border minority areas, they refused to accept the control of the liao dynasty.During the reign of mu zong, the liao dynasty changed its national development strategy, returned to the grassland standard, slowed down its policy of southward entering the central plains, and sought its own substantial development. In the internal affairs, measures were taken to consolidate the imperial power, pacify the civil unrest and restore the economic development,so as to promote the restoration of social order and the stability of the state rule in the liao dynasty. In terms of diplomacy, the liao mu zong dynasty changed the strategy of foreign expedition from the former dynasty and adopted the policy of postponing the southward march into the central plains and stabilizing the ethnic areas,so as to ease the political and military pressure on the liao from the surrounding regimes and ethnic areas. The liao formed a political and military alliance with the northern han dynasty and the southern tang dynasty to fight against and attack the military attack of the later zhou dynasty. The foreign policy of the liao dynasty was in line with its own interests and conducive to the development of the liao society and its long-term political stability. The external exchanges between the liao mu zong dynasty and the five dynasties regime were an important part of the diplomatic relations of the liao dynasty at that time.Apart from the close relationship between the liao dynasty and the five dynasties regime, the relations between the liao dynasty and the northern song dynasty, the surrounding ethnic areas were also crucial and could not be ignored. In addition, the evolution of liao mu zong's personality had a profound impact on the formulation and implementation of policies, making it a unique link in the study of mu zong's rule.By studying the internal and foreign policies of liao mu zong's reign, this paper shows the liao mu zong dynasty in a comprehensive, systematic and clear way,and also makes a comprehensive and objective re-cognition and historical positioning of liao mu zong dynasty. The reign of mu zong of liao was an important period for the development of the liao dynasty.
