Hubei was badly damaged during the Anti-Japanese War,but after the war it had little time to recuperate and resume production,the ensuing civil war between the Kuomintang and the Communist party brought the province back into trouble.In Hubei province,grain production has always been scarce.In addition,natural factors such as flood,drought and insect infestation,as well as human factors such as war and land requisition are also affected,this led to the imbalance between the supply and demand of grain in Hubei province,which led to the food crisis.The article will use three chapters to analyze the food crisis and the government's countermeasures in Hubei province after the war:The first chapter mainly introduces the general situation of Hubei food crisis after the war.The food crisis in Hubei during the Anti-Japanese War was not completely solved,and the war not only destroyed the agricultural production of the province,but also consumed its grain reserves.In addition to the influence of natural disasters,human factors,such as war,field revenue,and Japanese capture,all have different influences on the formation of food crisis in Hubei province,among which human factors are the main factors causing the food crisis in Hubei province.After the war,the food crisis in Hubei province was mainly manifested as food shortage and price rise,which caused other crises and had a great impact on the province.The second chapter focuses on the open source policy to deal with the food crisis.On the one hand,in order to increase grain production,the Hubei provincial government not only borrowed from the nationalist government's wartime plans to increase production,but also following in the footsteps of a competition for food production jobs in Guangdong province.On the other hand,the Hubei provincial government is trying to expand its sources of food from the three dimensions of provincial,interprovincial,local and central.First,they crack down on hoarding and manage their own food markets;secondly,they introduced food from other provinces to enrich their own sources of food;finally,they petitioned for the allocation of American grain in an effort to win over multiple grain sources.The third chapter mainly discusses the policy of reducing expenditure to deal with the food crisis.The rigid rules of banquet economy and food economy changed people's living habits,in addition to driving people to save food in daily life,it has also led the trend of saving in society.A number of decrees prohibit the outflow of food to ensure the supply of food consumption.Measures such as sending Japanese prisoners back to their homeland as soon as possible and applying for them to be diverted to other places have relieved the burden of food prisoners in this province.The study of the food crisis in Hubei province after the war,and the systematic sorting out of the government's policies to deal with the food crisis,will help to further understand the characteristics of the national government and local government,and reveal the problems of the Kuomintang rule,and also provide a new perspective for exploring the reasons for the Kuomintang's withdrawal from Hubei.
