Control And Remodeling:Research On Labor Control Of The Japanese Puppet Regime In North China

North China has a large population and abundant labor resources.During the Second World War,the Japanese puppets implemented various "development plans" in the occupied areas,requiring a large amount of cheap labor.In order to ensure the normal supply of labor,the Japanese puppets adopted a comprehensive control policy on recruitment,distribution and management of labor in North China.Therefore,during the war,the movement of labor in North China was controlled by the Japanese puppets,mainly to the areas of Puppet Manchuria,Puppet Mongolia,Central China,mainland Japan,and the Korean Peninsula.In order to force the laborers of North China to voluntarily accept the rule of the Japanese puppets and serve the war of aggression,the Japanese puppets implemented their labor control policies through control and remodeling.On the one hand,it organizes and controls the laborers in North China.Reinstate the labor management agencies of administrative units,such as the Social Bureau,etc.;establish labor organizations under the control of Japanese puppets,such as Xinmin Association,North China Labor Association,etc.On the other hand,control labor in production and life.Control the labor environment and living environment of laborers,and confine them to factories and nearby areas for easy management.It is not a long-term plan to exercise strict control on the workers,which is easy to arouse the resistance of the workers.Therefore,the Japanese puppets attempted to reshape the labor to meet the needs of rule.First of all,through the education of " Xinmin Doctrine ",reform the workers ideologically;second,through various social movements,reform the workers in action;and finally,establish a model among the labor groups.The North China Japanese puppet authorities have achieved certain results through labor control and remodeling to ensure labor control.However,whether it was strict control or soft remodeling,the Japanese puppet labor policy in North China eventually failed.The war of aggression launched by Japanese imperialism is the root cause of the profound disaster for the Chinese people,including laborers in North China.Japan has owned most of the industrial and mining enterprises in North China under the "National Policy" company and became an alternative"state-owned enterprise",transforming the role of the Chinese party in the labor relations before the Japanese occupation from the capitalist to the pseudo-authority in North China,so the workers turned the spear of the struggle from the capitalist.Puppet authorities in North China.In addition,ethnic contradictions have become the main social contradictions in the enemy-occupied areas of North China.Workers in North China are highly combative.Based on the changes in the overall anti-Japanese war situation and the characteristics of the guerrilla warfare in North China,the CCP formulated an effective policy for the workers' movement in the enemy-occupied area of North China and led the anti-Japanese struggle of the North China laborers.There are two types of struggle among labor groups:unarmed and armed.The unarmed struggle is to carry out activities such as downtime and destruction of production in Japanese-owned factories and enterprises;the armed struggle is mainly concentrated along the railways and mines controlled by Japan.Workers organize guerrillas to attack the railways,factories and mines,and cooperate with the Eighth Route Army.The anti-Japanese struggle of the workers in the occupied area of North China has dealt a heavy blow to the Japanese invaders and made a tremendous contribution to the final liberation of North China.
