Research On Government Behavior In Protecting And Developing Weipo Traditional Village In Mengjin County

Chinese traditional villages are treasures of the Chinese nation and precious legacies left over from the Chinese nation for thousands of years.In recent years,the Chinese government has issued a series of policy documents to promote the protection and development of traditional villages to an unprecedented level.The 19 th National Congress of the Communist Party of China put forward the implementation of the strategy of village revitalization and explicitly took the protection and development of traditional villages as an important content.General Secretary Xi Jinping emphasized the protection of traditional villages during the 2018 NPC and CPPCC sessions.At present,traditional villages are facing increasingly serious hollowing out,aging and even disappearing reality.Protecting traditional villages and promoting the sustainable development of traditional villages have become one of the important issues in the current social development process in our country.Since China started to establish the protection list of traditional villages in 2012,its protection and development work has been gradually promoted,and has achieved certain results,but there are also many problems and difficulties,of which the behavior of the government as the main body is an important factor affecting the protection and development of traditional villages.The traditional villages in Mengjin County are widely distributed.With the development of new rural community construction and urbanization,the traditional villages are beginning to be destroyed to varying degrees.Weipo traditional village is the largest Qing Dynasty building complex in western Henan,and it is also the earliest village in Mengjin County to be listed in the national traditional village list.Therefore,the author uses the new public service theory,responsible government theory,literature analysis,field investigation and other research methods to conduct a comprehensive and in-depth study on the government behavior in the protection and development of Weipo traditional villages in Mengjin County.It is found that the protection and development of Weipo traditional village under the leadership of Mengjin county government has achieved remarkable results,but there are also some problems such as insufficient depth of cultural protection and excavation,insufficient participation of the people,unscientific village planning,less capital investment,insufficient supply of tourism services,etc.The reasons are the lagging concept of protection and development,imperfect participation mechanism of villagers,lack of financial funds,shortage of professional management personnel,and lack of relevant legal systems.At the same time,it puts forward corresponding countermeasures and suggestions from the following aspects: innovating the concept of cultural protection and excavation,establishing and perfecting the villagers’ participation mechanism,establishing the fund guarantee mechanism,scientifically preparing the plan,cultivating professional talents,establishing and perfecting the relevant legal system,etc.The purpose is to provide beneficial reference and reference for Mengjin county government and other local governments in the protection and development of traditional villages.
