Parliamentary enclosure is the main form of enclosure movement in England during eighteenth and nineteenth century. This form of enclosure was initiated in rural areas and approved by parliament. The villagers eventually put it into practice.Villagers had autonomy in many ways in the whole process. At the same time, there was a conflict between rural inhabitants who held different attitudes towards enclosure. This from another aspect reflected the right of self-government possessed by villagers. These rights are a continuation of the tradition of English rural self-government.Parliamentary enclosure had an influence on village governance as well as embodying the tradition of the self-government of English village. This kind of influence made the administration system of the English village present some new features during the eighteenth and nineteenth centuries. For example, during this period, the village gentry's political rights were reinforced,in the same time,English village administration system became more and more modern and legal. The purpose of this paper is to explore the status of rural self-government in England during eighteenth and nineteenth century by investigating the whole process of parliamentary enclosure and the conflict about enclosure among villagers. At the same time, this paper reveals the dialectical relationship between parliamentary enclosure and English rural self-government.
