In the 1970 s,the Carter Administration revived its idealistic diplomatic concept and carried out the foreign policy of human rights.As an influential power in Latin America,Argentina has always been concerned by the United States.A series of massive and serious human rights violations broke out in Argentina after the military coup in 1976,so Argentina became a training ground for the carter administration to carry out human rights foreign policy in Latin America.This paper based on the documents of the NSC,FRUS and DNSA,to comb the origins of American foreign policy and specific measures in Argentina,It tries to show the main context of American foreign policy towards Argentina during Carter administration,so as to reveal the essence of American human rights foreign policy and its influence on Argentine foreign policy.The paper consists of three parts: introduction,text and conclusion,and the text is divided into three parts.The first chapter is The origins of America's foreign policy towards Argentina,which mainly traces back to the evolution of American foreign policy towards Argentina before Carter administration.Before the end of World War II,The United States usually regarded Argentina as a piece of chess to defend the "backyard" of the United States in Latin America.After world war II,in order to curb Soviet penetration in Latin America,and with the development of Argentina's Peronism,The United States became more concerned about Argentina's policy tendency,hoping to strengthen ties with Argentina government and lay a solid foundation for American anti-communist activities in Latin America.The second chapter is American foreign policy adjustment to Argentina during Carter Administration,which mainly summarizes the background of American human rights foreign policy during the Carter administration.This part combs the U.S.Carter Administration's efforts to adjust Argentina's economic and military aid policies in the 1970 s and to promote Argentina's democratization.The carter administration hoped to improve the human rights situation in Argentina through these measures,but little has been achieved.The third chapter is Comment on the adjustment of American foreign policy towards Argentina(1977-1981),The Carter administration adjusted Argentina's foreign policy,on the one hand,to maintain Argentina's domestic stability and resist the infiltration of communism,on the other hand,to reverse the cold war trend of the Soviet union's invasion of the United States in the 1970 s,hoping to enhance the international prestige of The United States lost in the Vietnam war through human rights diplomacy.As the cold war escalated in the latter years of the carter administration,the United States hoped to repair relations with Argentina,but it was unable to do so.Overall,the carter administration's foreign policy adjustment to Argentina did not work as expected.
