Human rights has gradually become one of the focuses of international politics, economy, diplomacy, culture and ideological conflicts with its internationalization. Since "Human Rights Diplomacy" was put forward by President Cater, it had become an important agenda of American foreign policies for each administration. The article tries to make a comprehensive investigation into American foreign policy in the area of human rights in the Reagan Years so as to grasp the essence of American hegemonic diplomacy more accurately.The thesis consists of the introduction, the main body, the conclusion and the references.The introduction makes a brief explanation of the complexity of human rights, the research actuality on American "Human Rights Diplomacy", the content of this thesis and the significance of choosing this topic.The main body is divided into three parts. Part One outlines the process of Reagan Administration's "Human Rights Diplomacy"; Part Two narrates the content of this foreign policy from four aspects: the "Human Rights Diplomacy" towards the Soviet Union and Eastern European countries, the movement of prompting international democratization, the interference with Chinese domestic politics on the human rights problems and the foreign assistance in connection with the human rights standard; Part Three analyzes its character and dialyzes the essence of this policy on the background of the Reagan Years.The conclusion points out that the Reagan Years was the mature stage of American "Human Rights Diplomacy". It not only succeeded and transcended Cater's "Human Rights Diplomacy", but also exerted important influence on the development of this policy after the Cold War. The developing countries must take active measures to defend the hegemonic diplomacy of U.S. and stimulate the international human rights cause.
