In the late Meiji period,Japan established the municipal system based on the Western urban system.For the sake of stability and control of large cities,a special city system had been implemented for large cities such as Osaka,the officials of the prefecture served concurrently as mayor and performed municipal administration,this system ignores the interests of the residents and lacks of the spirit of self-government,which has caused opposition from all parties.Especially with the development of industrialization and urbanization,the scale of cities has continued to expand,with the increase of urban population and the emergence of a series of social problems,which led to the results that the old municipal system and municipal facilities are facing severe challenges.Osaka takes the lead in carrying out the municipal reform campaign,requiring the modification of the municipal system.During the Meiji and Taisho period,the municipal system was revised in its entirety and partly.It expanded the city's autonomy from the changes in the administration organization of the city,the strengthening of the mayor's authority,and the reform of the election mechanism.With the improvement of the municipal system,Osaka has a certain degree of autonomy in its own construction,and the municipal construction has begun to develop rapidly.From the perspective of the evolution of municipal reform in Osaka,only by continuously improving the autonomy of the city can we continue to promote the modernization of the city.
