With the continuous development of Internet information technology,network culture was born.In recent years,the Internet was becoming more and more popular in China,with largest population of netizens and the mobile network scale in the world.Thereupon,people's lives are filled with various network culture products such as online games and network literature,which make network culture market flourish with their gradual development.However,the development of the network cultural market is still in its infancy.The market mechanism of network culture market is not mature enough and it shows the features of openness and virtuality comparing with traditional cultural market,which would lead to many problems while showing its unparalleled charm.For example,the proliferation of harmful information such as violence and pornography,piracy and infringement,and the illegal operation of online cultural enterprises.These problems have disrupted the market operation order,restricted the healthy and sustainable development of the network culture market,and they would even threaten our national security of cultural market and ideology.Therefore,network governance is becoming increasingly important.How to improve the regulation level of the network culture market has become an urgent problem for governments at all levels.This paper is under the background of my country's important goal of building a strong network nation and the in-depth promotion of "Internet +" development strategy.This paper explains the research significance of the network culture market and relevant research experience at home and abroad,Combined with the analysis of the status quo of the C city's network cultural market supervision,summarizes the main problems encountered by the administrative regulatory organizations of C city in regulation of the network cultural market,and analyzes the reasons of these problems from the aspects of laws and regulations,the construction of law-enforcing ranks,Finally,combined with author's work experience in cultural market comprehensive administrative law-enforcement agency of C city and the development tendency of our nation's current network,this paper puts forward the suggestions of improving the construction of the regulation system based on the rule of law,formulating and improving relevant laws and regulations to improve the level of the institutionalization;strengthening the construction of the regulation team,setting up a high-level professional technical regulation team to provide adequate law enforcement guarantees,improving the technical level of regulation through intensive training and enhanced assessment,and setting up a special network culture market regulation department;innovating regulation methods and establishing a regulatory philosophy that emphasizes both online and traditional cultural markets,increasing the application of technical supervision in market regulation,and establishing a collaborative mechanism between various departments to form a joint force of regulation;creating a harmonious market regulation environment,fully guiding market subjects to exert industry self-regulation,and asking netizens to consciously abide by the law and participate in the four aspects of network governance by promoting knowledge of the laws,and proposing feasible strategies for improving the efficiency of government regulation and thereby promoting the prosperity and development of C city network culture.
