Research On The Supply Of Community Public Cultural Services And Its Improvement Countermeasures In D Street Of Zhenjiang City

According to China's 13 th Five-Year Plan,by 2020,China will basically complete a modern public cultural service system that covers urban and rural areas,is convenient,efficient,ensures basic protection,and promotes fairness.In building a public cultural service system,grassroots communities,as the "last kilometer" connecting the government and the residents,have the ultimate responsibility for implementing the national strategy for the revitalization of public culture and are also responsible subjects for promoting the provision of various public cultural services.It is also the key to ensure that the community residents enjoy the rights and interests of public cultural services equally and improve the performance of public cultural services.However,the basic street community as the end of our administrative governance system has its particularity.Therefore,it is worth studying how the basic community faces the people in the area and effectively performs the supply function of basic public cultural services.This paper attempts to take the D street of Zhenjiang City as a practical research object to discuss the supply of public cultural services in grassroots communities.Based on the investigation of the basic situation and characteristic work of the public cultural service supply system implemented in the street,the evaluation and analysis of the supply effect are conducted based on the satisfaction of residents,and the existing problems and causes are explored.Some suggestions for improving the supply of public cultural services in D street community are put forward,so as to provide some policy reference for improving the basic public cultural service system and improving the service efficiency in D street.This paper has found that there are a number of problems in the current system of providing basic public cultural services on D street,including: the lack of two-way communication channels between the government and residents,the fact that the main body and form of providing cultural services are relatively single,and the homogenization of service types and content is obvious.The service level is not high,residents 'participation and satisfaction are low.Among them,the main reasonsinclude: the lack of the public cultural needs expression mechanism,the dislocation of public cultural supply and demand,the lack of government public cultural funds,and the lack of awareness and ability of public cultural service providers.In order to improve the level of public cultural service supply in D Street,the suggestions put forward in this paper are:(1)To establish a public cultural service consultation mechanism with residents 'needs as the core;(2)Improve the multidimensional and systematic public cultural service system;(3)improve the public cultural service evaluation mechanism;(4)Strengthening the training and management of public cultural personnel;(5)Increase the development and promotion of community public cultural projects with local characteristics.
