Study On The Problems And Countermeasures Of The Management Of International Sister Cities’ Culture Exchange In Changzhou

At present,the problem of focusing much on economy and neglecting culture exist for a long time.Culture exchanges mainly float on the surface,and the understanding of cultural exchange is also mostly solidified into cultural performances and other forms of communication.Substantial and deep cultural communication is very rare,as an official platform and channel of communication between Chinese cities and foreign cities,the international sister cities’ relationship was been neglected for a long time and it played very limited role.The 19 th communist party of China(CPC)has made major arrangements on cultural exchanges,and it has put forward the views and ideas of actively carrying out cultural exchanges and establishing cultural confidence.It is pointed out that it is of great significance to carry out cultural exchanges between different countries and cities.Jointly building the "One Belt And One Road" is becoming a solution for China to participate in global opening-up and cooperation,promote global common development and prosperity,and build a community of shared future for mankind.International sister cities’ relationship is set up friendly exchanges between Chinese and foreign government official relations,the relationship is the important basis of exchanges between both sides to maintain,besides,it acts as the bridge for both sides’ substantial exchanges and cooperation.In the context of "One Belt And One Road",the platform of international friendship city is used to promote cultural exchanges and cooperation between the two sides.Under the background of international sister cities’ relationship,it is an important issue to study the cultural exchange management of local governments,so as to make it more powerful to promote the openness and social development of local governments.At the same time,the organization and development of foreign cultural exchanges is the main content of the government’s cultural management.The dissertation is based on the above background,sets Changzhou city as an example,which is a medium-sized city with a relatively developed economy and society in Jiangsu province.Using literature research,case analysis,and as to interview research methods,using the theory of public governance,discussing the local government in the process of cultural communication management,the dissertation views international sister cities as media and platform,trig to find out it’s significance and role on culture exchanges of international sister cities’ relationship and cultural exchange in Changzhou’s management practices and experience.It also analysis the problems in the process of cultural communicationmanagement,puts forward to strengthen management of Changzhou international sister cities and cultural exchange.It promotes the development of local economic and social development,and makes suggestions on practical countermeasures on the deeply culture exchanges between the two sides.
