The Study On The Actual Tests Of Polygraph Technology In Supplementary Investigation

Polygraph technology is based on the foundation of psychology,physiology and electronics.It is a new technology with Chinese characters that being closely connected with public security and the typical psychological appearance of Chinese people.This technology differs from American polygraph.It analyze and judge the certain connection between the testes and the case so that it can help the police and investigators to differentiate the person in know,the innocent and the suspect.Therefore it is called test for truth.It is an emerging technology to apply polygraph technology in supplementary investigation of investigation and inquisition,which works fair well.Supplementary investigation exists in some cases with unclear facts,lack of evidences and incompleteness of legal process,so it is a remedy for lawsuit.To reasonably and timely do the supplementary investigation can help deal with a case objectively and justly,thus avoid the careless omission and mistake,guarantee the right-doing of legal process.Yet,through on-the-spot investigation,the author discovered that in the actual lawsuit,it often appears that the supplementary investigation rate,especially the refund rate and re-checking rate are supremely high,which has seriously affected the order and smooth of normal litigation activities,and caused some other disadvantages.Therefore,we need to ensure the reasonable operation of supplementary investigation,use new investigation means-polygraph technology,to reduce the proportion of the supplementary investigation.This paper firstly targets on the analyses of several cases that was sent back to the investigation organ for supplementary investigation.It illustrated how polygraph technology can be used scientifically through three actual cases.Secondly,through the combination of theory and practice study of the psychological trace analysis,coding,test operation and interrogation,this paper concludes the common regularity of the scientific application of polygraph technology on supplementary investigation cases,to provide theoretical reference for the future usage of polygraph technology on supplementary investigation.Thirdly,it analysis and summed up all sorts of reasons that lead to supplement investigation through the particularity of the criminal,legitimating,evidence collection and the investigator's no intention error.Lastly,it tries to reduce the rate of supplementary investigation,gives priority to prevention,adheres to the presumption of innocence and attaches great importance to the investigation of the system construction as the basis.It systematically illustrates the effective prevention and control measures of supplementary investigation by the means of emphatically the four-wheel drive measure,promote the communication and collaboration in the field of investigation,training investigators correct procedure and evidence consciousness,improve the level of scout,psychological quality and mental health,and set up the assessment of the those sent back supplementary investigation.
