Study On The Development Of International Law On The Environmental Protection Of Arctic Navigation

The rise of Arctic navigation brings both the prosperity to the world economy and serious challenges to the Arctic environment.On the one hand,the necessity of Arctic high sea protection puts forward an object requirement for the relevant international law.On the other hand,the domestic law of the Arctic nations about the problem isn't sufficient.What's more,the international organizations which support the development of the relevant international law have reached their maturity.Under the background,the international law on the environmental protection of Arctic navigation gradually develops.According to the difference of regulating objects and the scope of application,the development course of the international law on the environmental protection of Arctic navigation can be divided into four different stages.The paper makes an analysis of the four different stages.At the same time,it specially introduces and evaluates the content of environmental protection in the International Code for Ships Operating in Polar Waters in details.Then,the paper puts forward some opinions on the challenges and outlook of the future development of the international law on the environmental protection of Arctic navigation.Finally,based on all of the above analysis,this paper makes the following suggestions for China to deal with the International Code for Ships Operating in Polar Waters:Firstly,handle the relationship with Arctic nations skillfully to desire for more national benefit in the link of revising the International Code for Ships Operating in Polar Waters.On the one hand,respect the existing status of the Arctic nations on the international law on the environmental protection of Arctic navigation.On the other hand,evade political principals with technical rules.Secondly,attach much importance to the development of the hardware strength of environmental protection of Arctic navigation and establish our own scientific data on the environmental protection of Arctic navigation.It'll be very meaningful for China to enlarge the voice right in the legislation of the international law on the environmental protection of Arctic navigation.Thirdly,put the training of polar crew on the environmental protection of Arctic navigation on the agenda and establish the polar crew talent pool.On the one hand,establish and update the curriculum about the training of polar crew.On the other hand,implement the training with the cooperation of the country,companies and specialized training institutions.At the same time,cooperate with other advanced countries to improve the scientific nature.
