Research On The Financial Social Security Expenditure Problem Of The Lixia District Of Jinan City

Spending on social security is a broad concept,in particular,it's that government offer expenses relying on fiscal and tax income to maintain the most basic living of those family which lose labor ability,can't get jobs and is difficult to maintain living in different degrees due to various reasons.The guidelines are fair to all citizens and ensure their basic living rights and interests.In our country,safeguard people's livelihood and maintain a solid social security is the starting point and the foothold of all the work among the party and state.While fiscal spending on social security is an important "switch" of social security,whether the switch is convenient reflects the concern degree for people of party and the government in a sense,it is also the best reflection of national economic and social development level.At the same time,social security will react on the development of society and economy,and both of them complement each other.The social security of Lixia district is selected as the research object,using literature analysis,empirical study and the combination of qualitative and quantitative research methods,deeply analyze the related data of social security in Lixia district from 2011 to 2015 after a comprehensive study which based on the theory of fiscal and social security both at home and abroad,through stating the proportion that the finasial and social security expenditure of Lixia district occupy in the total expenditure and comparing with other developed city centre,we deeply analyze the possible problems combining with the realistic situation of social security expenditure in Lixia district.Through the in-depth analysis,we find that although the social security and public expenditures of Lixia district is in the top in most provincial districts,there still exist some problems such as low level,incomplete coverage and not scientific and reasonable structure,in the third and fourth part of this paper,we deeply analyze the problems and the reasons of the existence of these problems,and put forward some reasonable suggestions which are suitable for the practical rationality of Lixia district to improve the fiscal and social security expenditure level of Lixia district in the final.
