Research On The Application And Promotion Of The Public-Private Partnership Mode In The Field Of Aged Services

With the gradual deepening of aging,the number of elderly population in China has increased rapidly,and the phenomenon of empty nesting and declining children has increased.The traditional family pension function is weak,and the government,society and family shoulder enormous pressures for old-age care.Public-Private Partnership(PPP)can not only solve the problem of insufficient funds for the elderly care service in China,but also introduce the advanced technology of the private sector,absorb its rich management experience,and at the same time help improve the utilization efficiency of social idle capital.Therefore,the participation of PPP mode in the construction and operation of old-age services is increasingly favored by government departments and private institutions.Under the active promotion of national policies and policies,the PPP project for the aged care service has been implemented in various parts of the country.The application of PPP mode provides a good opportunity for the development of China's social pension service industry,but it cannot ignore its hidden risks and problems.First of all,the PPP project of the aged care service is generally low in practice.At the same time,in the application promotion process,between different regions,different modes of operation,and different reward mechanisms,the PPP project of the aged care service is characterized by uneven heat and cold.Therefore,in-depth analysis of the application and promotion of the PPP project for the aged care service is of great significance both in theory and in reality for further improving the landing rate of the PPP project for the aged care service and enhancing its promotion effectiveness.Based on this,this paper conducts research along the application and promotion status of the PPP project of the aged care service and the analysis of the factors influencing the promotion.Firstly,this paper sorts out the research literature related to the PPP project of the aged care service,and expounds the theoretical basis of the PPP for the aged care service.Secondly,it establishes the aged care service based on the PPP comprehensive information platform and related information in the project library.PPP project database,and in-depth analysis of the application and promotion of China's pension service PPP project according to region,return mechanism,operation mode,project investment field and proposed cooperation period;again,based on four dimensions of region,government,enterprise and project The theoretical model of the influencing factors of the PPP project application and promotion,using the expert scoring method and the Analytic Hierarchy Process(AHP),to empirically study the factors affecting the application and promotion of the PPP project for the aged care service.Finally,this paper improves the operational capacity of the private sector and expands the diversity.Policy proposals for improving financing channels,improving PPP project policies and legal systems,establishing a sound interest protection mechanism,and establishing a reasonable risk sharing mechanism.
