Research On The Optimization Of Supervisory System In Panyu Prison From The Perspective Of The Ninth Criminal Law Amendment

As one of the national punishment execution organ,the prison plays a momentous part of People Democracy Dictatorship.Prison authorities have undertaken the significant responsibility of the reform of prisoners,prevents and reduces crime again by law,and made vital contribution to safeguard national security and social stability.Therefore,the law enforcement work of prison is directly related to the quality of criminal education and social stability.With the promulgation and implementation of the Ninth Criminal Law Amendment in 2015 and the Supreme People's Court Provisions on Specific Applicable Laws of Cases of Commutation of Punishment and Parole Provisional Release in 2016,the prison management is facing enormous influence and challenge.Such as education reform will be more difficult on 3 + 8 types criminals obviously,in addition,the implementation of criminals sentenced to permanent imprisonment will bring about all kinds of uncertainty.These situations are bound to lead to increased risk of prison,and the regulatory situation is unprecedented grim.Therefore,it is necessary to study the challenges encountered in the supervision of Panyu prison of Guangdong Province in accordance with the provisions of the Ninth Criminal Law Amendment,hope to put forward countermeasures as soon as possible to solve the issues in the current prison work.In addition to the introduction and conclusion,the dissertation is divided into five parts.The first part mainly expounds the theoretical basis of the dissertation.The second part introduces the current situation of Panyu prison supervision briefly and analyzes the influence of the Ninth Criminal Law Amendment to prison supervision and puts forward new requirements for the management of Panyu prison.Combined with the actual operation of Panyu prison,in the third part,the author makes a detailed analysis of the gap between Panyu prison management and the Ninth Criminal Law Amendment requirement,which mainly related to the penalty execution system,classification management system,supervision system and the construction for police force.In the fourth part,the author mainly introduces the advanced management experience of the Hong Kong correctional training as well as the enlightenment to our prison management work.Based on the background of the Ninth Criminal Law Amendment,in the fifth part,the author puts forward some suggestions on the optimization of the Panyu prison supervisory system from the aspects of the improvement of the prison system,the prison management system and the reform of the police system,which could satisfy the need of the modern execution and the prison supervisory work.
