As a member of the public security personnel,the author finds it less than satisfactory for the public security organs to intervene in and to deal with cases of domestic violence since The Anti-Domestic Violence Law was put into force on March 1st,2016.Since such cases are of tacitness,continuity and complexity,it is hard for the police to control the degree in dealing with such cases.Furthermore,because of relative deficiencies of the situational authority in the law enforcement,there may be a lack of precondition and foundation in the application of legal power.Thus,on regular occasions the police may keep a passive attitude towards most domestic violence cases during the law enforcement,trying not to get involved in contradictions and disputes.How to intervene?How to control the degree in intervening?And how to achieve efficiency?These are matters to be deeply considered by the public security organs when responding to domestic violence cases.For this purpose,the author demonstrates the actualities and the existing problems in intervening and handling such cases through interviews,data researches,etc.,which can be called Family-embedded and Grass-rooted Law Enforcement,forming a binary pattern of law enforcement and structural restriction.Besides,through present law enforcement situations,the author does research and probe into how the police are expected to intervene domestic violence cases,how to deal with the relationship between strict and rational enforcement of law,against the overall backdrop of deepening the public security reform;and does put forward countermeasures and advice about how the public security organs should enforce the law humanly and normatively,from the perspective of social gender and law enforcement.
