The Research Of Cultural Market's Comprehensive Law Enforcement In Xiamen City

With the rapid development of social economy and the improvement of people's living standard,the scale of cultural market in our country is growing constantly,and the demand for cultural market's management is getting higher and higher.Xiamen,as one of China's Special Economic Zones,is an important center,port and tourist city in southeast coast.Xiamen has started the cultural market's comprehensive law enforcement reform in 2012 through legislation,and had established the subject qualification,the scope of law enforcement and the law enforcement authority of municipal and district level's cultural enforcement agencies.It had further rationalized the cultural market's law enforcement system by changing from the entrusted law enforcement mode to the authorized law enforcement mode.Through the reform,to some extent,it had improved the "multiple management,overlapping responsibility,different standards,lack of supervision" in the past cultural market management.But with the development of society and economy,a series of problems in cultural market supervision such as the block in regulatory mechanism,the low level of law enforcement and the lack of public satisfaction,has hindered the further development of the cultural market.Aiming at these problems,this paper has started from the aspects of system construction,law enforcement and social supervision to find out the reasons that affect the cultural market supervision efficiency.Then this paper has come up with some opinions and suggestions.In the aspect of perfecting the cultural market laws and regulations,it suggests to finish the legislation of comprehensive law enforcement,timely review the cultural market's regulations and establish the supervision mechanism.In the aspect of strengthening the cultural law enforcement team,it suggests to strengthen the coordination mechanism,enhance the level of law enforcement and guarantee the law enforcement equipment.In the aspect of stimulating the power of the society,it suggests to popularize the law,give full play to the role of the associations and stimulate the power of social supervision.
