A Study On The Countermeasures Of Strengthening Internet Speech Management By Public Security Organs

Impacted by the traditional ideas and the conflicts between "liberty and constraint",we have applied conservative approaches to speech management and been short of in-depth research in this topic for all these years.In regard to Internet speech management by public security organs,the"boundaries" of public security science have not been breached yet.As Internet is developing and used by more and more people,Internet speeches have greater influence on the society.They have already had a leverage on how the Internet environment would evolve and had close relation to the peace and stableness of the Internet.The mission of public security organs to maintain social orders,reinforce the control on unhealthy and illegal Internet speeches,maintain and restore the basic order of Internet speeches within the framework of laws has become the new direction of public security work at present and for a future period of time.When mentioning the reinforcement of control,it does not refer to enhancing the width and rigidness of management,or further restricting or limiting the speech freedom of citizens.Instead,it means digging out how to construct a scientific management system and promote human-based,normative and modernized management by combining multi-discipline theories and practice based on the nature of traceability management and guided by the reform in administrative system and governing system.Based on multi-discipline theories,this article covers the science of public order,the science of public policy,public crisis management,information network safety management and other relevant theories,among which the science of public order offers traceability orientation and basic logics.Based on figuring out how public security organs reinforce the management of Internet speeches,this study collects and sorts out first-hand materials by paying visits to public security organs and colleges and having interview with public security police officers(including teachers of public security colleges).With regard to the research methodology,this study combines theoretical analysis and practical analysis,introduces the SWOT analytical approach to form the basic framework of argumentation,classifies and analyzes the outcomes from preliminary investigation by internal condition(strength[S]and weakness[W])and external environment(opportunity[O]and threat[T]).During this process,the study comprehensively applies various research methods such as literature research,investigation research,multi-discipline research and linking theory with practice.By constructing the SWOT analysis matrix and combining the four concepts,i.e.leverage effect,rejection capability,fragility and problem,this study proposes reinforcing countermeasures in four respects.Learning from the theoretic analysis,we know that the studies on this topic are primarily the discussion on management basis or the optimization of public opinion control.There are few outcomes regarding the study on soft science in strengthening systematic management.Limited by this,the concepts related to Internet speech management are not standardized enough nor clearly directed.To reinforce the management of Internet speeches,we should first break out the restrained research on "Internet rumors",andmaterialize the target and scope of management.Learning from the practical analysis,we know that the special advantages of public security organs and their experience in "social control" can provide basic advantages for reinforcing the management.The governing reform and administrative reform can energize the reinforcement of management.Influenced by historical factors and traditional beliefs,public security organs are challenged by decentralized management and insufficient resources.The upsurge of information technologies and cyber society brings great challenges we have never seen before.As public security organs are determined to reinforce the management of Internet speeches,they are now fully capable of and fully prepared for that.As a systematic project that cannot be pushed forward in a rush without an overall design,the reinforcement of management should resort to the nature of traceability management and completed system design;the exertion of special advantages and combination of discipline features;enhanced awareness of governance and differentiated management intensity;optimized specialty allocation and talent exchange.In a word,the reinforcement of management should always stick to the political nature and legislative requirements of public security work,and combine multi-discipline theories to construct a standardized and rigid management system so as to align the management effect to the needs of the time and public expectations.
