The civil affairs department is an important functional department composed of the government.In the socialist market economic environment,it undertakes essential social public service work.At present,the focus of the government's policy on civil affairs departments is to incline to the grass-roots level,continue to strengthen grass-roots civil work construction efforts,and strive to build a new pattern of the market,government and society,to promote the development of civil affairs.In the competitive environment where human resources are the primary resources,grass-root civil administration personnel are the guarantee for grass-roots civil administration work.The level of talents' incentive effectiveness is related to the success or failure of primary-level civil service reforms.The grassroots civil affairs departments should pay attention to the construction of highly educated,highly qualified,and highly capable human resources,optimize the allocation of human resources for the development of civil affairs at the grassroots level,mobilize the enthusiasm of grassroots civil and political personnel,and improve the level of civil and social public service at the grassroots level,ensuring that Adapting to the Development Goal of the Transformation of the Functions of the Grass-roots Government in the New Situation of Reform and Development.However,the current civil service work at the grassroots level is less attractive to highly educated and younger talents,and the grassroots civil affairs department is facing a high rate of brain drain.The structural problems such as academic qualifications,age,and gender are prominent,which brings about the basic public civil service departments to bring into play the public service function difficult.This article takes the overall salary as a perspective and takes the incentive of grass-root civil administration personnel as the entry point.Based on theoretical and empirical methods,this paper applies incentive theory to the study of incentives for grass-roots civil administration personnel,and proposes the elements and incentives for comprehensive compensation.The applicability of incentives for grassroots civil administration personnel can be analyzed.Then,we selected the grass-roots civil affairs assistants in the suburban grass-roots townships of Nanning and Liuzhou as sample groups.Through on-the-spot investigations and the distribution of questionnaires,we obtained data on basic comprehensive civil-employment personnel's current comprehensive compensation incentives.Then,based on the descriptive statistical analysis of the sample features,empirical analysis was conducted from two aspects of monetary incentives and non-monetary rewards.Finally,based on the conclusion of data analysis,this paper analyzes the status quo and problems of grass-roots civil administration personnel incentives from the perspective of comprehensive compensation,and on this basis,proposes motivational strategies for monetary rewards and non-monetary rewards(work environment,career stability,job perception).
