With the rapid development of China's social economy,the pace of urban construction has accelerated,the contradiction between supply and demand of rural land has gradually highlighted.Urban residents are facing great living pressure,meanwhile,rural farmers' awareness of the rights and property are also deepening.Urban and rural areas both have their own problems,and the new urbanization is undoubtedly a key measure to solve the problem of urban and rural areas.Under the background of promoting new urbanization,the acquisition system of homestead use right,which has been caused some serious problems,such as wasting land resources and causing invisible transfer,now is facing a big chance to reform its system.In the current acquisition system of homestead use right,the definition of the qualified subject is not clear,the key principle of "one family and one housing land" is controversial,the existing acquisition methods are unreasonable,the procedure is not standardized,and the due time term is not scientific.Investigating some areas' homestead reform pilot work,including Yiwu City of Zhejiang Province,Yujiang County of Jiangxi Province and LU County of Sichuan Province,it's not difficult to find that improving current acquisition system,we need to complete the homestead legislation,clearly define the extent of application of "one family and one housing land" principle,establish paid-use and have a lifespan system,and regulate the acquisition procedure.At the moment,we should pay more attention to solving the problems accumulated in the system for a long time,and gradually reflecting the property right of homestead.Then,we can make a solid foundation for the Market-oriented reform of homestead use right in the future.
