With the rapid development of social economy in our country,frequent interpersonal communication,especially the continuous friction between "officials" and "people",defusing social disputes and alleviating tensions are the most important factors in building a harmonious society.The reconsideration system is a "snooze agent" for relieving tensions and a good way to maintain social stability.However,due to our country's positioning of the reconsideration system as the internal supervision mechanism of the administrative organs,we neglected the purpose of safeguarding the legitimate rights and interests of administrative counterparts,and became the "disaster-hit area" where the public criticized the "protection of officials".With the reconsideration work carried out,by the year 2003,the number of political reconsideration resolutions has dropped significantly,and the number of relative petitions and administrative litigation cases has increased.In order to better play the role of administrative reconsideration,the State Council has decided to carry out the pilot work of the Administrative Reconsideration Committee(hereinafter referred to as the Reconsideration Committee)in some parts of the country since 2008.After nine years of practice and exploration,the reforms in the reconsideration across the country have been carried out smoothly and have achieved remarkable achievements.According to the report of the working meeting of government departments,the number of reconsideration cases in various regions has risen,the trial results have been diversified,and the credibility has improved.The purpose of formulating the system of reconsideration committees has been initially achieved.Based on the reform of the reconsideration committee,the paper takes the pilot reform of Binzhou as an example and focuses on the achievements of Binzhou City,such as the pre-trial system and the hearing system.The joint operation of the Municipal Legal Affairs Office and the reconsideration committee has greatly improved the efficiency of the work and clearly defined the review committee.Liability and so on.This article is divided into four parts:The first part discusses the evolution process of China's reconsideration system in order to glimpse its existing problems.The second part discusses theoretically the system of China's reconsideration committee,including the establishment of root causes and the establishment of the principles of the system;In the third part,taking Binzhou City as an example,it analyzes the achievements made byChina's reconsideration committee and the difficulties it faces.In the fourth part,on the basis of a comprehensive analysis of reconsideration system issues and their achievements,we draw on the successful experiences at home and abroad to propose improvements to our country.The review committee recommended.
