Research For Constructing The New Relationship Between Government Officials And Private Entrepreneurs

The relationship of government and business is an important content that can't be ignored in the process of socialist modernization in China.It is significant for building a benign relationship of government and business to promote the development of Chinese political and economic society.In China,the relationship of government and business includes macro level,medium level and micro level.The macro level shows the relationship between right and capital,and the relationship between government and the market.The medium level shows the relationship between government and state owned enterprises,and the relationship between government and private enterprises.The micro level shows the relationship between government officials and state owned entrepreneurs,and the relationship between government officials and private entrepreneurs.In March 4,2016,when Comrade Xi Jinping attended the twelfth session of the four CPPCC National Committee for civil construction and the Joint Committee of the Committee for Industry and Commerce,he summarized the new relationship of government and business as close and incorrupt,and especially expressed some views on the issues how government officials and private entrepreneurs should communicate with each other.The construction of new relationship of government and business was based on the theory of the new type of close and incorrupt relationship between government officials and private entrepreneurs that proposed by Comrade Xi Jinping,from the micro perspective,especially researched and analyzed the issues on the construction of the relationship between government officials and private entrepreneurs since the reform and opening up.The research on the construction of the new relationship between government officials and private entrepreneurs adopted the historical and literature research method.Firstly,discussed the background and significance of the research,combed the research results at home and abroad,and summarized the contents of the research and the innovation.Secondly,it focused on the issues among the concept of the relationship between the government and business and the new relationship betweengovernment and business,the development course of the relationship between government officials and private entrepreneurs in the three different development periods among the beginning period,the development period and the new era since the reform and opening up and the necessity that constructed the close and incorrupt relationship between government officials and private entrepreneurs to promote the economic,political and social development of China,in order to generally summarize the development of the relationship between government officials and private entrepreneurs in China.Thirdly,systematically researched on some bad phenomenon in the relationship between the government officials and private entrepreneurs of China,mainly discussed three issues,including some bad phenomenon such as the alienation and collusion between government officials and private entrepreneurs,the main factors that caused these bad phenomenon and the negative effects.Finally,established three basic principles for the construction of the new relationship between the government officials and private entrepreneurs,including to follow the direction of socialism with Chinese characteristics,to adhere to the principle of " compatible difference" and to insist on the governing method that make a combination between rule of law and rule of virtue,and then put forward four strategies for constructing the new relationship between government officials and private entrepreneurs,including to improve the construction of the environment for the rule of law in the business,to deepen the reform of the administration of the government,to establish an incorrupt and efficient group of government officials,and to strengthen the regulatory guidance to private entrepreneurs.The paper hopes these principles and strategies can provide some ideas for the construction of the new relationship between government officials and private entrepreneurs.
