Study On The Differentiated Resettlement Mode Of Relocating Poverty Alleviation And Relocation

The relocation policy of poverty alleviation is an important measure to achieve accurate poverty alleviation,and it is a strategic plan related to the national economy and people's livelihood.Through the scientific and easy relocation of poverty alleviation and relocation,to ensure the transfer of immigrants from involuntary immigrants to voluntary immigrants,the transformation of blood transfusion to hematopoiesis to poverty alleviation,and finally realize the benign interaction between the sustainable development of the migrants themselves and the new urbanization and the modern community management system.Under such circumstances,it is of great practical significance to study the different ways of resettlement and explore the applicable conditions of different resettlement modes.At present,the research on the types of resettlement,the influencing factors of the differential resettlement,the social integration and the sustainable livelihoods after the resettlement are quite mature in the academic circles.But for the complex relocation objects,the single resettlement mode and the single resettlement main body make the resettlement effect of poverty alleviation lack vitality.Therefore,it is urgent to solve two problems in the research of the relocation and resettlement field.First is to get rid of the single way of resettlement,to explore the advanced nature of the "compound" resettlement mode;the second is to change the role of the government and realize the multi party construction management of the moving into the system;the above two questions are the direction of the discussion.On the basis of the predecessors,we study the different applicable conditions of the current resettlement and the difference of the risk grade of resettlement,and try to make the policy suggestions for the relocation of the poverty alleviation by the government.The possible innovation lies in the introduction of social adaptation theory on the basis of the anti poverty theory and the interpretation of the effect evaluation on the relocation of vulnerable poverty alleviation from two aspects of human transformation and transformation,which enriches the theoretical relevance between the social integration and the resettlement effect after the resettlement in the anti poverty theory,and further enriches the difference.The first part of the article summarizes the research results of the domestic and foreign scholars on the ecological poverty alleviation and the ease of poverty alleviation and resettlement,and the basic introduction of the relevant theory according to the line of thinking;the second part combs the implementation status of the policy since the implementation of the policy implementation of the relocation of the poverty alleviation and relocation,and the third part of the mainstream resettlement methods for the relocation of poverty alleviation.Class,characteristics and differentiation are summed up.The fourth part,based on the previous article,takes Xin'an County of Luoyang,Henan as an example,to carry out an empirical analysis,to study the advantages and disadvantages of the four resettlement methods and the advanced nature of the "compound" resettlement mode,and the fifth part,on the basis of case analysis,put forward to the government on the basis of the case analysis.Policy recommendations;the sixth part highly summarizes the relevant conclusions of the article.The main conclusions of this article are the following 3 aspects: first,in the risk factors of resettlement and return to poverty and return,the risk of capital poverty and the risk of social management are the main risk types.The second is that the "compound" resettlement mode has some advanced nature,and seeks to avoid the integration study of differential resettlement to avoid the lack of single resettlement.Subsidence is the research direction of the future;the third is the result of the effect of the relocation of poverty alleviation and relocation of the government,society,enterprises and immigrants,to realize the role orientation of the service-oriented government,so as to reduce the burden of the government and reduce the immigration to a greater degree.The poverty rate of return migration,and ensure the goal of poverty alleviation relocation policy.The relocation is a comprehensive and systematic project.Only by ensuring that immigrants "move,live,develop and become rich" can the migrants get a real guarantee of sustainable livelihoods,so as to ensure the effect of Poverty Alleviation Policies.
