Research On The Employment Issues Of Immigrants In Relocation Poverty Alleviation And Resettlement Areas

Relocating people living in impoverished regions with no sustainable conditions or lacking of basic conditions for development.Relocating the poor is crucial to help poor villages lift themselves out of poverty.Through this policy,those relocated residents in the specific areas are lifted out of poverty.However,unstable employment had occurred to some of those relocating residents.Back to 2001,China began to implement the pilot project of relocating the poor.It is an important part of targeted poverty alleviation and has obtained the positive result.But,relocating the poor doesn’t mean that those people can get out of poverty.If we don’t pay attention to the follow-up of those relocating residents,it is likely result in relocating back into poverty.One of the keys to achieving sustainable development of those people,is to ensure their employment,therefore,the establishment and improvement of employment security measures and system has become an urgent problem to be solved.This paper studies the employment status of those villages in the resettlement areas of northern Shaanxi by means of field research and theoretical exploration.It includes the employment situation of relocating labor force,the employment level of relocating residents,the income comparison before and after relocating,as well as the work skills and employment intention.Then,according to the survey data,the problems existing in the employment in the resettlement areas in northern Shaanxi are sorted out.Combined with the results of the field interview,this paper analyzes the causes of the difficulties in the employment in resettlement areas,and puts forward corresponding solutions to the actual problems.This includes providing employment funds to support industrial development,strengthening employment and training services,and improving policy support systems.This paper focuses on the improvement of the living standards of the relocating residents.Through the research of related theories and combining with the reality of Hengshan in northern Shaanxi,this paper makes a beneficial exploration on the theory and policy of employment support for relocated residents in later period.The results of this paper have theoretical exploration and practical guiding significance for improving the post-employment support policy of the relocated residents,improving the living standard and promoting them to get rid of poverty as scheduled.
