Study On The Temporary Assistance System In Nanning

The temporary assistance system is a system arrangement to solve the sudden,urgent and temporary basic living difficulties of urban and rural people.It is an inevitable requirement to make up for the "short board" of the social assistance system and to ensure that the safety net of social assistance is not broken.The introduction and implementation of the temporary assistance system interim measures of Nanning City has further guaranteed the basic life of the masses in need and played an importance role.However,some problems in the implementation of the system itself and the system in the temporary assistance system in Nanning weakened the effectiveness of the temporary assistance system.Therefore,the analysis of its existing problems and causes,and put forward suggestions for improvement,both meet the needs of practice and has important policy significance.First of all,it reviews the establishment and development of the temporary assistance system in Nanning City,adopts the social welfare policy analysis framework of Neil Gilbert and Paul Terrell,from the object,the content,the financing and the service delivery aspects to analyze Nanning temporary assistance system and put it in the social assistance system to analyze the link with other assistance systems;Secondly,through field surveys and visits to different groups to obtain and collect relevant data:On the one hand,using the relevant statistical yearbooks and public information on government websites to obtain the required objective information;On the other hand,consultations and exchanges were conducted with institutional stakeholders to aggregate and analyze the subjective evaluation of the temporary assistance system by different target groups.Through system analysis and investigation,it is found that there are some problems such as high aid threshold and low aid level,vague relief content and lack of reward and punishment supervision mechanism in the design level of Nanning temporary assistance.And in the aspect of implementation,there are subjective arbitrariness is strong,the work of "emergency relief" is not in place,the force of the salvage team is limited,and the rescue information cannot be shared.Finally,based on the in-depth analysis of the causes of the existing problems and in combination withthe country's new round of institutional reforms,the following suggestions are put forward to improve the temporary relief system in Nanning: First,raising the level of legislation and insisting on legal Aid;second,gradually cancel the starting line to ensure the level of relief;third,refinement of relief content and strengthening of institutional cohesion;4th,perfecting the Supervision Mechanism of reward and punishment and implementing the responsibility of the subject;5th,carrying out the idea of active Aid and raising the sense of responsibility;6th,carrying out the work of "helping the Emergency" and strengthening the guarantee of the Mechanism;7th,strengthen rescue power and achieve information sharing;8th,with the aid of institutional reforms and focus on precision.
