A Study On Xi Jinping's Cyber Security Thought

In the first meeting of The National Security Commission of the CPC Central Committee,General secretary xi Jinping has put forward the concept of 'A holistic view of national security'.In his concept,it covers Eleven kinds of security.However,'the information safety' as an important content is emphasized many times by General secretary xi in this and many subsequent speeches.The research is based on Xi Jinping's speeches on cyber security thoughts,and this paper can divide into four parts.Part I is the development of Xi Jinping's cyber security thoughts.This part is to identify his thoughts on network security.The author analyzes a series of president Xi's speeches which is refer to cyber security from 2013 to 2018.His idea of network security is divided into three steps from proposal to formation:The first phase calls for constructive participation in the national cyber security dialogue.The second stage puts forward the blueprint of network security strategy.The third stage is also the mature stage of Xi Jinping's thoughts on cyber security to expound the relationship between network security and development.Part II is the main content of Xi's network security thoughts.This part is the core part of this thesis.In generalizing,the thought can divide into five theories:First,network security challenge theory.Network security and information technology are closely linked.Internet has become an important base for lawlessness,network technology is controlled by others,and cybercrime is destructive.This is Xi's deep understanding of the current situation of China's cyber security.Second,network sovereignty security theory.Xi stressed on the one hand to maintain China's sovereign security with integrity,on the other hand,we should respect other countries' cyber sovereignty and oppose cyber bullying.Third,network ideology security theory.Ideological security is directly related to the security of state power,and the internet is an important front in the battle of internet public opinion.Therefore,we should strengthen the innovation of public opinion propaganda.Fourth,network technology security theory.Xi point out that the restriction of China's core technologies on people is the biggest security isk.On this background,we should vigorously cultivate the network technology elite,and strengthen independent technological innovation.Fifth,network security governance theory.In the network security management problem,Xi stressed the building of a legal network,strengthened the security early warning mechanism,and at the same time,put forward its proposition of building a community of shared future in cyberspace.Part III is the theoretical innovation and main characteristics of Xi's network security thoughts in the new era.First,there are three main theoretical innovations:we have established a people-centric network of public views,constructed the technological innovation view centered on the core technology breakthrough and created a concept of mutual benefit and win-win cooperation aimed at network sharing.At the same time,through the analysis and comparative study of this paper,it is found that the main characteristic of Xi's cyber security thoughts are as follows.We have always stressed that the sovereignty of the internet is inviolable,that the 'new frontier' is not a 'land outside the law',and that the maintenance of cyber security is a systematic project.Part VI is the status of Xi's network security ideology.This paper thinks that Xi's network security thought belongs to China.It plays an important role in safeguarding China's network sovereignty and security,guiding the goal of strong cyber power,realizing information technology security and enriching people's spiritual world.At the same time,Xi's thought also belongs to world.This idea promotes the formation of a multilateral,democratic and transparent international internet governance system and it also provides a Chinese plan for the establishment of a new international network order.
