The Behavior Logic Study Of Local Governments On Governing Environmental Non-Government Organization

In recent years,the process of industrialization in China is obviously accelerated,while promoting rapid economic growth;it has also brought worsening environmental problems.In order to make up for the deficiency of government and market in environmental protection,the central government began to try to introduce social governance approach and endows environmental non-government organizations more relaxed policy environment,then the environmental non-government organizations have gradually become an important force in environmental protection,but local governments still impose strict controls on them.Under the current institutional environment of our country,investigating the behavior logic behind the local government to govern the environmental social organizations has a strong practical significance for improving the current environmental governance mechanism.In order to achieve the purpose of the above research,this paper combined with the actual situation of our country and collects the sample data of 100 key environmental protection cities in China from 2007 to 2015.The paper based on the principal-agent theory,market failure and market failure theory and resource dependence theory,and use descriptive statistics and regression analysis to test the behavior of local governments in environmental non-government organization from the three perspectives of government environmental regulation,government governance investment and government environmental information disclosure.The results of the study showed that the local government has adopted a strategy to curb the development of environmental non-government organization for a long time,and the environment pollution level has obvious influence on the restraining behavior of local governments,which shows that more pollution and more restraints.From the specific behavior,local governments do not make use of the investment on environmental protection to boost the development of environmental non-government organizations;in reverse,they strengthen the disclosure of local environment information,restrain the endogenous demand of society on environmental non-government organizations.However,the environment regulations of local governments have overflow effect which can obviously promotes the increase of the scale and density of environmental nongovernment organizations.This paper enriches the research of the relationship between government and society,and also provides new view to design the system for pushing environmental non-government organization to participate in environmental protection orderly.In order to promote environmental non-government organization to participate in the environmental protection process of local governments,we present the following counter measures:(1)Strengthen the environmental protection responsibility and evaluation system of local government.(2)Implemented the registration system and management system of environmental non-government organization.(3)Improved the legal level in the field of environmental protection fully.(4)Created the resource dependency relationship symmetrically between the two parties.(5)Environmental non-government organization participates in the environmental protection flexibly.
