A Study On The Functional Transformation Of Traditional Agriculture County Government Under The Background Of County Setting

In order to promote regional harmonious development,accelerate urban and rural integration,optimize new urbanization's layout,promote agricultural modernization and effectively solve the problem of agriculture,rural areas and farmers,the state launches “withdraw country into city” examination process again that have stopped nearly 20 years.It can be predicted that the adjustment of administrative divisions based on the city and county districts will become an important means and direction for the country to deepen the reform of the administrative system for a long time.This kind of administrative division adjustment not only changed the administrative subordination of the former administrative regions,but also fundamentally changed the establishment attributes of the administrative regions.Compared with the change of the name of administrative organizational system,the change of properties in the administrative organizational system often take years to complete,and always leads to the change of government functions,the shift tend to be global,involves the functions of the government center of gravity,institutions and staffing aspects,which again reacts to the economic and social development.Thus,in the background of withdrawing country into city,whether and how traditional agricultural county government function can accurate positioning in the dual attribute and how to overcome the difficulties and obstacles,so as to further speed up the transformation of government functions,that becomes a problem worthy of attention.In practice,due to all kinds of itself and the external environment factors,the traditional agricultural county government always focus more on industry,but less on agriculture:Traditional agricultural county government function center swing between urban and rural areas;unfair distribution of the public service in urban and rural;category confusion of internal and external relations of the administrative system;excessive dependence on administrative measures.All of those problems seriously affect the sustainable development of the economy and society of traditional agricultural county,also block the process of the new type of urbanization.Based on analyzing the reasons for these problems,the article try to put forward some suggestions to promote further transformation of traditional agricultural county under the background of withdraw country into city,for example,set up service concept;improve the assessment mechanism and give full play to the guiding role of theassessment mechanism;strengthening reform and innovation of public service system;improve the system of government poer and responsibility so as to effectively standardize government administrative actions;improve the citizen participation system to promote the coordination of the government's external relations.
