The impact of the Internet has greatly increased cross-border e-commerce.In Cross-border E-commerce markets, especially in China and South Korea, transactions are very active and consumer disputes are becoming more frequent.Cross-border e-commerce is difficult to apply to the laws of domestic law,and the lack of clarity is constrained by the rules of the shopping malls and consumers are often harmed. It is imperative to establish a healthy e-business environment between the two countries to minimise consumer losses. In addition,Cross-border E-business requires a dispute resolution system that is applicable to consumer damage.Disputes between operators and consumers can occur at any time. But if the dispute can be properly resolved, the loss will be minimized.Starting from the theoretical research of e-commerce,this paper examines legislation,E-commerce market status, consumer damage prevention activities and consumer rights protection. This paper studies the potential consumer problems in Cross-border E-commerce between the two countries. Finally, this paper puts forward some countermeasures to solve the problem of cross-border e-commerce related consumer in China and Korea.Consumer protection agencies in two countries want to sign<Consumer Dispute Resolution Protocol in cross-border e-commerce>to address consumer damage.Generally speaking,ADR is under the limelight as an alternative for consumer dispute resolution in cross-border e-commerce.In order to activate the system,we will post information of Consumer protection agencies of other countries in the home page of the our agency,so as to give consumers a better understanding of the operator's national dispute resolution system and institutions. Also, language in different countries has become a barrier to resolving consumer disputes, and if you use human resources that can use dual languages, you can reduce language barriers. However,in the future, various attempts and aggressive efforts by the Government will be required to build a dispute resolution mechanism that is largely utilized in both countries' characteristics.
