Research On The Optimization Of Government Functions In The Reconstruction Of Urban Villages In Xi'an

The village in the city is a special residential area formed in the process of urbanization in China.There are widespread problems in urban villages,such as large housing density,poor housing quality,complex population structure,poor security situation and imperfect supporting facilities,which need to be addressed urgently.In the process of transformation,the government should play an important role in management and control,but there are still many problems in this aspect,which need to be solved as soon as possible.Taking three urban villages in Xi'an as the research object,this paper analyzes the problems existing in the implementation of government functions in the transformation process of urban villages and proposes functional optimization strategies on the basis of the advanced experience of the transformation of old cities abroad and the reconstruction of domestic urban villages.The survey has found that the current problems in the government's urban village reconstruction project mainly include insufficient government propaganda and guidance,weak awareness of the participation of villagers,and insufficient disclosure of government affairs from the aspect of guidance function;unfulfilling employment support and imperfect social security system in terms of service function;unsatisfactory compensation for demolition or resettlement in respect of supervision function.The main countermeasures are proposed as follows: as for government guidance,fully play the leading role of the government,guide the villagers to participate actively,achieve openness of the government administration;in terms of service function,develop community employment and build a complete social security system;as for service function,improvement should be made through the supervision strengthening of four aspects,that is prior supervision,demolition process supervision,construction process supervision and resettlement process supervision.The government plays an important role in the reconstruction of the villages in the city,and the degree of the performance of the government's functions determines the completion of the village reconstruction.The research results of this paper can provide reference for optimizing the functions of Xi'an City and help to improve the administrative efficiency of government departments in the reconstruction work of urban villages.
