Study On The Path Of Local Government Function Change In Urban Village Reform In Wenzhou City

Urban village is an objective special regional phenomenon in the process of rapid urbanization in China.Due to economic development,industrial transformation and urbanization,the transformation of urban villages has become urgent.The commercially-oriented urban village reconstruction has exerted a profound impact on urban renewal.As the main body of urban management,the degree of realization of government functions determines the degree of completion of urban village reconstruction.Taking the reconstruction of urban villages in Wenzhou as an example and combining with the theory of government functions,this paper analyzes the distribution and reconstruction status of urban villages in Wenzhou,studies the problems which from existing in the performance of local government functions,and proposes the path of functional transformation.In terms of political functions,we should focus on serving the people.Villagers in cities should also enjoy the fruits of reform and realize their yearning for a better life.In terms of economic functions,problems such as unreasonable reconstruction and construction planning and intensification of conflicts among various interest subjects caused by excessive government involvement in land acquisition,relocation compensation and settlement,funds and other functions in the demolition process should be corrected.In terms of public service functions,the administrative examination and approval mode should be improved,and the old-age insurance system and basic medical insurance system should be established and improved in time among villagers.Cultural function,the protection of historical and cultural blocks and the establishment of folk culture festival,etc.Series of nonprofit cultural undertakings,to the villagers of public cultural products(books,newspapers,magazines,etc.),provide some public cultural entertainment(concert hall,gymnasium,etc.),culture communication platform(film and television,network,radio,etc.)free public cultural facilities,libraries,museums,etc.).
