Research On The "Fragmentation" Problem Of Poverty Alleviation By Social Forces

The Chinese government attaches great importance to the poverty alleviation work.The communist party of China(CPC)has set the goal of"resolutely winning the fight against poverty" to emphasis on "to force the national all social to insist on Targeted poverty alleviation and accurate poverty alleviation to ensure that the rural poor are lifted out of poverty by the current standards in the year 2020,and all the poverty-stricken counties have taken off their hats to tackle the overall poverty in the region,to achieve poverty alleviation.This means that when our country's poverty alleviation mode is transformed from development-oriented to targeted poverty alleviation,poverty alleviation not only requires the government to do its best,but also use various social resources and social forces to help alleviate poverty.Therefore,the importance of social forces to alleviate poverty is becoming more and more prominent.The party's nineteenth report said clearly on poverty alleviation that we will adhere to the working mechanism of the central government in charge of the implementation of the central government,and strengthen the accountability system for the overall responsibility of the party and government,and adhere to the pattern of major poverty alleviation.This also means that the central government launched a social force overall guiding policy for poverty alleviation,but specific policy design and implementation of poverty alleviation work in reality is responsible by the local government.However,in the reality of poverty alleviation work,due to various reasons,the poverty alleviation of social forces has become a "fragmentation" dilemma.This study USES qualitative and quantitative research methods.As a research object of the poor family and the social forces of the poor in the county of S and compare with other provinces and cities on the information of poverty relief to analyzes the existing problems of the poverty alleviation of social forces and finally puts forward some effective policy Suggestions to the grassroots government in the policy mechanism.The empirical results show that from the perspective of policy design,the policy design of grassroots government is simple,focusing on immediate interests,without development,focusing on short-term goals,ignoring potential effects and long-term goals;from the perspective of policy implementation,the policy implementation of the grass-roots government is too decentralized,and the cultivation of social organizations is not emphasized;from the perspective of policy incentives,the development of social organizations is affected by the local government's incentive policies,and it is difficult for grassroots governments to implement the incentive policies for poverty alleviation through social forces,and it is difficult to legalize the status of social organizations.In the end,these phenomena lead to the "fragmentation"dilemma of poverty alleviation by social forces.And its main causes include value mechanism factor,social mobilization mechanism factor,policy incentive mechanism factor.To help the social forces to alleviate poverty from the "fragmentation" dilemma,we must innovate mechanisms.First,a perfect social force value guidance for poverty alleviation mechanism,cultivating socialist core value of "friendly","equality",to carry forward the fine tradition of the Chinese nation poor virtue,in many ways more social force for poverty alleviation of public opinion propaganda.Second,to establish the communication and coordination mechanism between the main body of social forces,improve the mechanism of social organization,and promote the development and implementation of volunteer service plan.Third,to improve the policy incentive mechanism for poverty alleviation through social forces,establish the performance incentive mechanism of social forces for poverty alleviation,reward the mechanism and promote the government's purchase of social forces for poverty alleviation projects.Forth,improve the monitoring and evaluation and management mechanism for poverty alleviation through social forces,establish a monitoring and evaluation mechanism for social forces,and improve the internal governance structure of social forces.
