Research On The Implementation Of Local Government Poverty Alleviation Policies From The Perspective Of Targeted Poverty Alleviation

"Eliminating poverty and achieving common prosperity" is the essential requirement of socialism.Targeted poverty alleviation is an inherent requirement for urban and rural integration,poverty eradication and common prosperity.According to the report of the 19th national congress of the communist party of China(CPC),China has lifted over 60 million people out of poverty,making great achievements.Firstly,this paper expounds the related concepts and the change of combing the theory of policy implementation and "top-down" "bottom-up" "integration model"three different path analysis model of policy implementation,analyzed in this paper,the theoretical models adopted by the-Smith policy implementation process model and the precise poverty alleviation policy execution the applicability of the study,sort out the historical evolution process of poverty alleviation and development policies in China and the current situation of precise policy for poverty alleviation.Secondly,this paper USES the policy implementation process model Smith as analysis tool,select representative crucial areas poverty-chaoyang city in liaoning province as the analysis sample,in the full understanding of poverty in chaoyang crucial status,precise poverty alleviation policy and implementation,on the basis of through on-the-spot investigation interview the method,further exploration in chaoyang precision problems existing in the process of poverty alleviation policy implementation,and according to the policy implementation process model four dimensions.Smith revealing summed up the precision of local government poverty alleviation policy problems that exist in the implementation process:index norm not enough poor identification precision,"leakage evaluation" and "false evaluation"phenomenon common occurance;The evaluation of officials' performance makes them pay more attention to short-term benefits,and the phenomenon of "returning to poverty" occurs frequently.The establishment and use of special funds for poverty alleviation do not match the actual needs of poor households,and excessive reliance on industrial poverty alleviation leads to waste of poverty alleviation resources.Some problems in the work of the cadres stationed in villages;Basic level bureaucrats abuse power for personal gains,close friends and thick frequent phenomenon,poverty alleviation funds such as malicious misappropriate,embezzle and encroach on corruption,low policy propaganda,"closed",the low degree of transparency,democratic appraisal mechanism of ranking of the "patriarchal"phenomenon,compression precision poverty alleviation policy implementation of space,the poverty of the masses "greed,foolish,weak,private" concept of precision influence poverty alleviation policy implementation,the poor masses by the low level of education,ability and technology personnel is more,without labor ability serious aging population and natural geographical environment of policy implementation effect has a direct impact,The religion,nepotism and poverty culture in rural areas have influenced the implementation of targeted poverty alleviation policies,and the hollowing-out phenomenon in rural areas has hindered the implementation of targeted poverty alleviation policies.Finally,this paper attempts to give countermeasures and Suggestions to improve the implementation of targeted poverty alleviation policies of local governments from the four dimensions of Smith's policy implementation process model.Establish a scientific,standardized and accurate assessment system to give local governments more autonomy;Implementing differential assistance and constructing market-oriented poverty alleviation mechanism;Mobilize the enthusiasm of grass-roots cadres for poverty alleviation;Transform the positioning of grass-roots governments;Strengthening supervision over local governments;Guide poor people to establish correct values;Mobilize the enthusiasm of the poor people to participate;Strengthening the rule of law;Increase investment in educational poverty alleviation resources;Create a good cultural atmosphere;We will increase social security in poor areas.
