The modern social security system in Britain was founded at the end of the nineteenth century reform of the pension system. In the process of formation, both ideological theory and social reality,as well as traditional customs, have had an important impact on the emergence and development of the modern social security system in Britain. The focus of this article is to analyze the formation process and political functions of the modern social security system in the UK through a political perspective.First of all,the author divides the influencing factors into three types: ideological factors, social traditions and social reality.Among them, the ideological factors include humanism,Christian thought and socialist theory. The three ideological theories will be elaborated in detail here, and their role in guiding the formation of the social security system will be analyzed, and differences will be identified through comparison.Traditional customs also have an important impact on the formation of the social security system. The key is to adapt the British people to the social security model, and on the other hand to provide an empirical model for the establishment of a modern social security system. With regard to realistic factors, the author will talk about economic and political aspects. The development of the economy and the change in the productive forces have led to the progress of the society. At the same time,it has also broken the original social structure, created a new stratum and emerged new social contradictions. In order to adapt to economic development and resolve emerging social issues, political reforms have unfolded.Among them are the struggles of the lower classes for their own interests, and the adjustments and changes that the parties themselves have made.Either way,it has a profound impact on the construction and improvement of the social security system. As for the reference to foreign experience, because Germany is the first country in the world to establish a social insurance system,it has taken Germany as an example to briefly describe the process of establishing the social insurance system and its effectiveness. In order to illustrate the impact of the construction of the British modern social security system. The last part of the article discusses the process and significance of the formation of the modern social security system in Britain. In discussing the formation of a modern social security system, the author believes that it is necessary to distinguish between the traditional social security system and the modern social security system.Only by clarifying the differences and connections between the two can we more clearly and accurately discuss the formation process of the modern social security system.Regarding the difference between the two,the author believes that the biggest difference is the emergence of social insurance.Social insurance is different from traditional social relief in terms of its causes, forms of existence, and means of action. Most of these differences are due to the inability of traditional social relief systems to solve real problems. It is also the emergence of the social insurance system that marks the initial construction of the British modern social security system. The establishment of the modern social security system in Britain has an important influence on itself and other countries. The problems encountered, the methods of solution, and the resulting institutional system provide experience and models for the establishment of social security systems in other countries, and are of important reference value. This is exactly what the author decided to write this article.
