Officials' Abnormal Behaviors And Its Regulation In The Relationship Between Politics And Commerce

In China,the relationship between politics and commerce is se nsitive and complicated.The sustainable development of Chinese e conomy and society cannot be separated from the benign coopera tion between government and business.With the gradual optimizat ion of market order,fully implement rule of law and strict govern ance of CPC,how to promote good cooperation between officials and merchants and ensure the relationship between clear and inco rruptible be-come a topic of great concern to the whole country.In this realistic situation,it may have some loss of function w ith the means of "clearance for intimacy”to deal with political-bu siness relationship,especially to regulate officials behaviors.with merchants.Severe restrictions on official business practices may le ad to damage the positive value of political and business relation ship on society and economy development.It should not only mi nimize the negative part,but also maximize the positive part whil e adjusting the political-business relationship and regulating the of ficial business behaviors.Therefore,it is necessary to go deep int o the specific context of official behavior in the political-business relationship,especially in official-merchants interactions,and analyz e the internal logic,main methods,and social impact of oficials'behaviors in various situations,and then design corresponding reg ulatory measures accordingly.The comparison of the power between government and busin ess constitutes the basic situation of the choice of political-busines s interrelate behavior strategies and methods.This article selects t he typical cases of officers' misconduct in recent years.According to degree of dependence difference shown in the interaction betw een officials and merchants,it could be divided into three categori es:strong government and weak business,strong business and we ak government and peer government and business.After analyzing and summarizing the specific and intrinsic causes of the miscond uct of officials in various basic situations.The article initially shows that the behaviors of the "lure-typ e" in strong business and weak government is mainly expressed as preferential administrative services,the establishment of the "relax ed relationship" network,and the treatment of shielded governme nt affairs;The misconduct of the "alliance-type" officials in peer g overnment and business is mainly reflected in the willingness of of ficials to establish and maintain "identity cooperative relations" wit h businessmen or entrepreneurs,and integrate into the "circle cult ure" of businessmen to share resources;The behavior of "manipul ative" officials in strong government weak business is mainly embo died in the way which officials draw the interests of businessmen and entrepreneurs,policy repression and inaction,etc.Regulating misconduct of officials in political-business relation should build "clear" bottom line in government and business,and design incentive measures and healthy cooperation way to promo te more corporation.This article proposes specific measures for th e regulation aiming at intrinsic characteristics and key issues of th e misconducts of officials in the three types of situations.
