Research On The Influence Of Budget Soft Constraints On Local Governments' Fiscal Behavior

The positive role of local government fiscal behavior in improving infrastructure and safeguarding people's livelihood is enormous,and it has also driven the rapid growth of China's economy.Local government financial behavior has become an indispensable driving force in China's economic development.Whether or not the fiscal behavior of local governments is reasonable is not only directly related to whether China's future economy can maintain a medium-to-high-speed growth,but also is closely related to the happy life of people's lives and China's overall national strength on the international stage.However,due to the soft budget constraints of local government fiscal behavior,local government fiscal behavior has problems such as unbalanced fiscal revenue and expenditure,excessive reliance on transfer payments,inflated local government debt,and seeking non-budgetary income.These problems exist for the local government economy.The development has buried a huge hidden danger.Therefore,at this stage,it is necessary to conduct an in-depth analysis of the soft constraints of the fiscal behavior of local governments in China,to find out the reasons for soft budget constraints of local governments' fiscal behavior,and to find countermeasures from the causes to harden budget soft constraints and regulate the fiscal behavior of local governments.One role.This paper mainly studies the impact of soft budget constraints on the fiscal behavior of local governments.The article begins with a description of the background and significance of the topics selected,the research ideas and framework,and the innovations in this article.Second,it explains the concept of budget soft constraints and related literature review,contemporary China.The influence of local government fiscal system and budget soft constraints on the fiscal behavior of local governments and the soft constraints of local government budgets finally put forward their own policy recommendations on softening the soft budget constraints of local government fiscal behavior.This article proposes that only by deepening reform of fiscal and taxation systems,equivalence of fiscal power and authority between local governments,establishment of a scientific assessment policy for local government officials,improvement of the transfer payment system,and strengthening of the local government budget supervision system can provide a good institutional environment for local government finances.The fiscal behavior of local governments is gradually standardized.
