Principle Of International Cooperation In Marine Environmental Protection Of International Seabed Area

As one of the most important principles of international law,international cooperation principle is now getting more and more attention in the protection of marine environment.Beyond activities in the Area,we can at least benefit from cooperation in sharing the information and technology and coping the crisis and disputes.Besides,its global effect,and the value of common heritage of mankind and the idea of sustainable development,together with those influential regulations in international law built the foundation of enforcing cooperation in protecting marine environment in the Area.There has been many practices of international cooperation principle in the history of ISA,whether in the regulations of exploration or in the environmental management plan for the Clarion-Clipperton Zone.As a possible core rule of the regulation system of the Area in the future,the Mining Code has succeed and developed those cooperation methods in previous rules in its drafts,furthermore,it has also tried to advance the process of evaluating the plan to monitor and protect marine environment and expanded the scale of collaborators,so we can make more use of valuable cooperation.Considering the background of building the 21st-Century Maritime Silk Road,it is,of course,an essential strategy for China to exploit the mineral resources in the Area.Therefore,we should not only coordinate our domestic law with the law system ruling mining activities in the Area,but also try our best to play an important role in the decision-making process of this law system.Besides,we can also try to construct a cooperation system of marine environment protection in a regional scale.To some extent,information sharing,maritime law-enforcement and handling emergencies can be chance to build a strong force to protect and make a good use of the resources from ocean,which is also a valuable thrust for building the 21 st-Century Maritime Silk Road.
