Revocation Or Expansion:the Reform Of The Subdistrict Offices System Under The Background Of Community Governance

The Subdistrict Offices is a local branch of the municipal district or city that is not divided into districts.It is a grass-roots organization directly providing services to the masses.Along with the "unit system" in our country,disintegration of social governance of complicated problem,the function of the Subdistrict Offices is rising,but the government did not give their power,lead to street agency in the power and responsibility does not match,and inefficient management relations,and regional segmentation problem,both to reduce the effect of the grass-roots public management,also affect the implementation of community autonomy.In order to resolve this contradiction,many places have tried to reform the system of street office in recent years.In the current practice,these reforms are mainly carried out in two opposite ways.One is to abolish the Subdistrict Offices,which aims to reduce administrative levels,reduce administrative costs,accelerate administrative reform and build a service-oriented government.The second is the so-called "power of expansion",a reform that not only does not abolish the Subdistrict Offices,but also tries to give the Subdistrict Offices more authority,and even set it up as a primary government.From the perspective of academic research,the two ideas of reform are also different,mainly concentrated in the Subdistrict Offices of the waste and retreat.Advocates revocation of view of the garden is offside and dislocation of function to the Subdistrict Offices,institutions,accrual unworthy and other shortcomings,both reduces the effect of public management at the grass-roots level,also affect the implementation of community autonomy.And there is no law on the Subdistrict Offices,its legal status is absent,and there is no legal impediment to the cancellation of the Subdistrict Offices.On the other hand,the street is now assuming more and more responsibilities and needs to be given some power.The different views of the Subdistrict Offices reflect the difficult choice of the reform of the basic administrative management system in our country.This paper,through the "repeal" subdistrict office(Nanjing Huaihai road neighborhood offices,Beijing Lugu community,Guiyang mode)and the " expansion of subdistrict offices",Foshan Shunde district,Weifang Kuiwen district,Daqing Honggang district,the two completely different comparative study on the reform practice,analyze the internal logic of developing trend and street agency system reform in our country.The author believes that,in terms of the effect of these two reforms and the future trend of community governance in our country,the "expansion of the Subdistrict Offices" should be the "optimal choice" for the reform of the Subdistrict Offices system in the future.There are three reasons:first,from the path dependence theory,the Subdistrict Offices as the system of grass-roots governance has the necessity of survival.Secondly,from the historical origin of China's Confucian culture,social governance emphasizes the administrative guidance of the government.As an important subject of grass-roots governance,street offices are indispensable.Finally,from the perspective of the reality in our country's development,the state pays more and more attention to the governance of grassroots society and the development of community self-government activities,while the large number of functions need to be undertaken by the street.Of course,this can't be pure abuts type reform into the government management level in China,more should be set up work sharing community governance system on the long-term direction of thinking about the meaning of street agency "expansion',in particular,is to try to "expansion" community autonomy of the energy released by street,make the community residents' committees and village owner congress-industry authority can truly become the power of civil autonomy,let people with a real chance of democratic participation and sharing.
