In the first chapter,have counted on the presentation of the states of the Horn of Africa,Ethiopia,Eritrea,Somalia and Djibouti are among the poorest in the world,victims of ethnic or religious wars fed by the merchants of arms and death.Conflicting news in this region is not only conditioned by its history and ethnic composition,but also by its strategic position in the East of the African continent.we have analyzed the concepts of peace,conflict and international security,in order to establish our ideas in order to give a judicious explanation allowing us to understand the second chapter.In the second chapter,analysis the Somali state,ten paramilitary groups share control over Somali territory,the territories they control echo the traditional spheres of influence of the various clans and sub-clans.How did these groups form,did they succeed in overthrowing the central government?
