The Horn of Africa,including Ethiopia,was an area of fierce competition between the United States and the Soviet Union during the Cold War.The United States' food aid policy towards Ethiopia during the Cold War was launched against this background.Ethiopia is often affected by natural conditions and often suffers from drought and famine.From the early 1950 s to the end of the 1980 s,several major famines that seriously affected the development of the country occurred.This also made Ethiopia need external food aid to Help yourself out of famine.During the Cold War,in order to prevent the growth of communism in Ethiopia and eliminate the hunger and poverty problems that Communism breeds,the United States decided to implement food aid to Ethiopia.Although the original intention of the United States to implement food aid was to deal with the problem of food surplus,this policy gradually developed into an important part of American diplomacy during the Cold War.Due to changes in the US government and political changes in Ethiopia,US food aid policies are constantly changing.In the 1950 s,the Eisenhower government took the initiative to show his goodwill to Ethiopia and try to compromise the requirements of the Ethiopian government.When Kennedy came to power in the 1960 s,the reaffirmation of Ethiopia's policies led the US government to take a hard line on Ethiopia's multiple food requests;Due to the Carter government's adherence to human rights diplomacy and the coup in Ethiopia,the relationship between the United States and Egypt broke down,and the process of food aid was also difficult.In the 1980 s,the Reagan government chose to continue to provide food aid to Ethiopia under humanitarian pressure.The Ethiopian government has always shown hesitation in the face of US food aid.Whether Haile Selassie or the military government,they hope that the United States will provide more military assistance or is out of certain military politics.Factors to aid,this is different from the US government's aid concept,so the US and Egypt governments have launched a fierce game on food aid.The development of US food aid policy to Ethiopia during the Cold War and the game between the two sides on aid policy reflect the historical evolution of the relationship between the United States and Ethiopia during the Cold War from the establishment of alliances to the breakdown of the relationship to the reconstruction of bilateral relations.
