| The well being of the people in a country is the traditional mission of the government of this country.When this government finds itself in difficulty,it seems necessary for the international community to fly to the aid of the civilian population.This is an internal crisis situation in which the government is failing to fulfill its mission of protecting civilian populations.These civilian populations are in an increased need for security,food,medicines.This is the case in some African countries such as CAR plunged into an unprecedented crisis.The international community was obliged to provide humanitarian assistance to more than half of the population.Humanitarian assistance in the CAR is provided by the United Nations and Non-Governmental Organizations.These organizations bring their relief to the civilian population to themselves,through food,medical,etc.Thus,armed groups continue to commit atrocities against civilians.Entire villages have been looted and burned,forcing communities to flee,or in the bush or towards neighboring countries.In this work,the theory of relative deprivation is used to prove that civilian populations left to themselves are vulnerable to violence perpetrated by armed groups and that the humanitarian aid provided by the international community is necessary.This situation does not concern only the case of the CAR,but also of all the countries of sub-Saharan Africa which can be in situations of internal crises.This study aims to propose ways to ensure the delivery of humanitarian aid safely in conflict zones while drawing the attention of governments of conflict countries to Western interference in their internal affairs through humanitarian aid. |
