In the complicated modern international society, where there is various constant conflicts, armed conflict has almost become an inevitable phenomena. Since the first rule of war was made, how to protect the civilians in war had become the most main content. The principle of distinction in the international humanitarian law oblige that armed forces must distinguish the combatants who are trained to accept violence and defenseless civilians in time of war, which means people who do not longer to fight must be protected.Since the Second World War, with the development of human civilization, the voice of protecting civilians is getting more strongly and the law is getting more improved, which made it has been agreed in countries to protecting civilians in war. Even so, as the extreme form of politics, war and armed conflict always bring about a disastrous consequence. Especially along with the development of modern warfare, civilians have become the first and the foremost victims in war, mostly enduring the hardship and sufferings caused by war. Nowadays, lots of civilian casualties and destructions of civilian object have been the second product in modern war. They cannot accept effective assistance in time for some realistic reason. Even some serious violations of the rules of war, such as attacking civilians on purpose, would not be punished because of the insufficiency of the existing mechanism. All of those make those civilians'human rights become more difficult to get ensuring.So, this paper express a principle of international cooperation, that means the whole international society including UN,all of the international humanitarian organizations and the states should work together to protect civilians in war. Every state should protect civilians voluntarily as their obligation to create an atmosphere of universal adherence in the world; besides, crimes against the international humanitarian law must be prosecuted on an individual basis as well as a state. Meanwhile, we should use the successful experience of the implementing mechanism which is gained from the protection of international human rights to improve the supervision mechanism of humanitarian protection, and so on.So, we must adopt a more positive and effective measure to protect civilians in the regions of armed conflict actually.
