| The administrative institutions is the characteristic products in the administrative organization system of China,which assume the administrative functions and perform the duties of managing the social public affairs.The assets of the administrative institutions are the material guarantee and basis for the provision of public services,the fulfillment of the duties of the units and the development of the units,and also an important part of the financial management.The effective allocation and utilization of assets plays an important role in optimizing the construction of its facilities,improving its social and public service level and promoting its modernization reform.Therefore,in order to better serve the public,improve the efficiency of goverment agencies,save the state financial funds,asset management work can not be ignored.China's administrative institutions of asset management problems are as follows:the internal control of the property environment is weak,lack of management awareness,management authority is not clear,the internal control system is imperfect,lack of supervision,the key positions of the management staff could not meet the requirements,internal Information communication is not smooth,the procedure of assets disposal is not standardized,property are not clear and so on.These problems are likely to lead to the waste of financial funds and the loss of state assets,and also easy to cause the corruption.By Reference to the relevant literature,it is easy to found that lots of existing research results are aimed at the problems of asset management in administrative institutions and intend to find the countermeasure.There are few researches on the microcosmic aspects of asset management in administrative institutions.Therefore,based on the previous research results,this paper studies the mode of asset management of administrative institutions from the perspective of internal control,and optimizes the internal control system of assets of case objects. |
