The Research On The Local People's Congress Play A Leading Role In Local Legislation

According to the national system and the nature of the people's Congress,it is undoubted that the local people's Congress plays a leading role in local legislation.Actually the function of the leading role still has the problem of insufficient play and bad play in local legislation.This situation has lead to many adverse impacts.This is not only contrary to the original intention of legislation,but also to the democratization and scientific formation of local legislation.It is meaning of lead local legislation for local people's Congresses that good for solving the current problems in local legislation and improving the quality of legislation and realizing the goal of socialist construction of the rule of law.Therefore,it is important of research on the local people's congress play a leading role in local legislation.Legislation contains several links,from the beginning of the preparation of the legislative plan to the adoption of laws.Also including legislative amendments,repeal,interpretation,and filing are concluded of the legislative link.It takes effect intention of the quality of legislation that is the preparation of the legislative plan,the drafting of the bill,the consideration of the bill,and the ability of deputies to perform the duties of the people's Congress.Meanwhile this links will be the focus of this paper.This paper expounds status of local people's congresses playing the leading role of local legislation in these phases and the reasons for this status quo.Finally,the author gives some suggestions for improving the reasons for this problem from the national legislative level and the local legislative level.
