Research On The Management Of Grass-roots Letters And Visits Under The Background Of Legal Construction

The work letters and visits at the basic level is a bridge to closely connect the party with the citizens,an important window to know popular will and a significant way to resolve various social contradictions to guarantee a harmonious and stable society.Under the current background of the rule of law,recently how to settle the governance of letters and visits at the basic level has drawn great attention of the government,society and academic world.Because of the increasing demand at the basic level in the new era,the lack of building society under a rule of law,and the backward governance of letters and visits at the basic level,the governance of Chinese letters and visits at the basic level meet many difficulties,including the visitors believing in visits instead of law,a large number of letters and visits,the high cost of maintaining stability,the unreasonable “pressure-type” evaluation mechanism,leapfrog,concentration,and the obvious legal petitions,etc.To deal with difficulties of letters and visits,cadres at the basic level should take it from the source and build a problem-guiding mechanism so as to solve problems at the basic level.Meanwhile,they should strongly promote the law dissemination education,speed up filing the "Letters and Visits Law of the State Council of the People's Republic of China” and constantly improve the letters and visits mechanism in order to improve people's awareness of the rule of law and the legalization and standardization of letters and visits.This paper adopts the methods of literature research,case study,and survey research.Taking H County,S Province as a research sample,I form my own opinion based on conducting the related investigation and collect data by summarizing.According to the order of finding out the problems,analyzing the causes,and putting forward solutions to finish this paper,the first part Introduction illustrates the research background and significance,the present situation of research at home and abroad,and the main contents and methods of the research.The second part states the core concepts of letters and visits,letters and visits at the basic level and its system,and adopts the basic theories,such as management control,new public service and citizen participation.The third part has a brief introduction to H County,and adopts several ways of the letters and visits governance of H County,such as the reception day,cadre responsible for case,and network letters and visits.It also states several difficulties the H county meets in the governance of letters and visits,such as the visitorsbelieving in visits instead of law,the difficult territorial management,the high cost of maintaining stability,a large number of letters and visits,the unreasonable evaluation mechanism,difficulty in solving problems left over from history,much leapfrog,and compromising to the illegal letters and visits,etc.The fourth part makes a further analysis to the existing difficulties,which mainly include the obvious social contradictions,driving by interests,the lack of letters and visits law,little legal knowledge,the unclear function positioning of the letters and visits organ,the existing defects of the letters and visits system,the unclear punishment system,and being short of service awareness.To settle the difficulties of letters and visits at the basic level,the fifth part puts forward some solutions and suggestions on building a problem-guiding and innovative way of letters and visits,strengthening the rule of law,and improving the letters and visits mechanism and the staff service awareness of letters and visits at the basic level so as to help the government at the basic level settle the difficulties of governance.
