Townships and towns are the most basic level of China's political system.They are the main concentration areas for letters and visits.It is the core task of township letters and visits to listen to grassroots social conditions and public opinions.The report of the 19 th National Congress of the Communist Party of China once again emphasized the important instructions for strengthening the prevention and mitigation of social contradictory mechanisms,correctly handling contradictions among the people,and "building a social governance pattern of co-construction and sharing," and so on.At present,the township letters and visits have achieved good results.However,due to the continuous advancement of China's social transition period,China's traditional letters and visits have not changed significantly.The lack of joint office capacity of letters and visits governance workers,the joint effect of letters and visits governance departments,and the treatment of letters and visits The formalization of social participation and the lack of smooth communication channels for letters and visits have made the various contradictions and grassroots letters and visits in the grassroots society still appear frequently.The main reason for these problems is the weak awareness of letters and visits and the imperfect governance communication mechanism.The governance mechanism is not perfect and the governance laws and regulations are not perfect.To this end,it is necessary to further enhance the concept of letters and visits and coordination of letters and visits,actively build a platform for letters and visits,and establish a mechanism for coordinating governance of letters and visits,improve the legal system of township letters and visits,and thus transform The governance model of township letters and visits has shifted from traditional governance to coordinated governance.Based on the theory of explaining the function and actual state of the coordinated management of township letters and visits,the thesis deeply analyzes the performance and causes of the fragmentation problems in the process of township letters and visits,from the internal factors of the township letters and complaints and the external power subjects.On the two fronts,it puts forward the path of township petition management mode from traditional governance to coordinated governance.The writing of the article is completed in four parts.The first chapter introduces the research background and significance of this paper.It summarizes the research status at home and abroad,and introduces the research methods,research ideas and innovations.The second chapter explains the core concepts,theoretical framework interpretation and theoretical basis of the coordinated management of township letters and visits,and lays a theoretical foundation for the analysis of the current problems in the governance of township letters and visits in China.From the perspective of collaborative governance,based on the summary of the development process of China's township letters and visits governance,this paper analyzes the achievements of China's township letters and visits governance,and focuses on the problems and reasons of township letters and visits governance.In the fourth chapter,aiming at the problems existing in the process of petition management in China's townships and towns,this paper puts forward the path of the township towns' petitions and visits out of the predicament,that is,the countermeasures from traditional governance to coordinated governance.
