This article is divided into five major sections.The first chapter Mainly analyzes the topics selected,the significance,the research status,the research methods,and the innovative points,key points,difficulties,and deficiencies of the thesis.The second chapter is mainly written on the background ?the basis of reality ? the process and structure of organization of the Putin government's Arctic strategy.Under the background of global warming and melting of glaciers,the natural defenses in northern Russia are threatened with disappearance.In addition,Russia faces strategic squeezing from the west,east and southwest.In the face of the severe international situation,Russia has to take action to find a breakthrough in strategic breakthrough.The third chapter mainly analyzes the strategic significance of the development of the Arctic.First of all,the Russian Arctic is rich in resources,not only covers most of the Arctic region's resource reserves,but also occupies an important part of the Russian economy,Russia can not ignore the existence.Second,the strategic location of the Arctic region is of special significance to Russia.With the melting of the Arctic glaciers,the development of the Arctic is the need to safeguard the security of the country's north.Finally,compared with the traditional routes,the Arctic region has great potential for shipping value.With the warming of the climate,the shipping value of the Arctic routes will be further expanded.Chapter IV is the interpretation of Putin's Arctic strategic content,which is divided into three parts: goal ? means and influencing factors of the Putin government's Arctic strategy.This article focuses on the political goals,military goals,economic goals and ecological goals to describe the Putin government's Arctic strategy.In order to achieve the above four goals,the Putin government started with an international and domestic perspective,adopted political,military,economic,ecological,legal,scientific and technological,and public media propaganda and other means to carry out an allround,multi-angle deployment of the Arctic region.Afterwards,the chapter analyzed the influencing factors of Putin's Arctic policy and divided them into natural factors,domestic factors and international factors.Chapter 5 evaluates Putin's government's Arctic development effects.To undertake Putin's Arctic strategic goals,the assessment also focused on political effects,military effects,economic effects and ecological effects.Among them,The political effect is mainly based on Russia's international appeal in Arctic affairs.Military assessments will include the construction of military bases,the development of weapons and equipment,and the construction of military organizations.the evaluation of economic effects is mainly based on changes in investment in the Arctic region in recent years,changes in the volume of cargo in ports in the Arctic,construction of Yamal LNG projects in the Arctic,and Sabetta port construction.Ecological assessment is conducted in two aspects: quantitative and intuitive.The Putin government's Arctic strategy is a systematic and comprehensive Arctic construction project.After nearly 18 years of development,significant achievements have been made and Arctic development has achieved initial success.On March 18,2018,Putin was elected as the new president.During the new term,Putin will continue to intensify the development of the Arctic and fully consolidate the development of the Arctic.
